The difference is.. you can upgrade a green item once, blue twice, purple three times and legendary 4. That is the only difference I can see.
Even though you can enhance a rarer item more times than a less rare item, you'll still end up finding a common item that has base stats higher than your fully upgraded legendary items stats.
This is bad loot design. I hate throwing away cool looking legendary weapons just because they're underpowered. Loot like that should scale as you play the game and when it doesn't, it just makes everything feel so much less rewarding especially when you're constantly swapping out epic/legendary loot for higher level common loot.
This is why Transmogrification in blizzard rpgs is so cool, Because you can still use that really cool looking lvl 3 hand axe with the stats of a legendary weapon.
I wouldn’t call this bad loot design, though. Weapons scaling based on rarity by the level makes sense. A higher level weapon should have higher base stats than a lower level weapon.
Yes, the legendary item should last you some time, but eventually it isn’t going to be strong enough compared to a higher level weapon.
So a level 15 legendary wand can have 5 mods applied to it taking it up to level 20, while the same wand, as uncommon, can have 1 mod, taking it up to level 16 with much less damage.
Which is why upgrading a level 20 item as legendary, level 23 item as legendary or a level 25 item to legendary doesn't make any difference. So if you don't want the challenge of farming the level 30 area, you can in fact just farm the level 20 or 23 area and get the exact same item level items in the end.
