Legendary Weapons

Why do legendary weapons always have worse base damage than the previous levels?
I have the same weapon in legendary and epic. The epic weapon not only has more base damage, but (even though it has one less upgrade level) it gets more damage when upgraded than the legendary weapon.
That contradicts logic.

My Legendary Bow also has lower base damage but i get upgrades that a purple won't give me (or at least i havent seen it). +20% Backstab Damage / Increase Crit Damage by 20% etc. Those upgrades make it worth imo

its because there is tiers of weapons. legendarys are only better if they are in the same precise tier. they arent worth farming for anyway. youll replace weapons too quickly due to the casual nature of the games difficulty. its worth it farm em once you hit level cap at 25.

I mean do both have the same Base line level

All in all from what i saw
The higher the Raritie the more upgrades it has
Each upgrade gives some bony + raises the level of the weapon and so its base Power/Dmg
