Below the gap that requires the double grappling hook, there runs some stairs. On the far side of those stairs there is some ornamental pillar that you can jump onto. From that pillar you can double-jump towards the second grappling hook anchor point just fine and then press E after your second jump. You will hook to the anchor and reach your destination.

I can confirm that getting around the back of the building is a great way to get in if you don't succeed with the double grappling hook. You will need the glider to get you where one of the mechanisms to unlock the final door is located. Even though I had full stamina and was fully rested (I always carry a campfire in my bags to give me the extra boost) I failed several times miserably.
I am an older player and struggle at times with the jumps and such in this game but I don't mind the challenge trying to figure out another way (if possible) to do things. Just hoping that the developers will adjust/tweak the grappling hook so that the mechanics of it will get a little bit smoother. Time will tell.
When you're still attached to the hook, use the hook again to cling to the second.
