Report a translation problem
Don't take this the wrong way, but I'm glad someone else is having this issue. Because whenever I mention it in Discord, all I get is "you must have a crap computer". I have an Acer Predator Gen 5. It's not the greatest gaming computer, but it's certainly not "crap". I have all games installed on a 4 TB external hard drive. I'm not sure what is causing the issue... if it's Steam, or the Game and how it updates, or a combination of both. I expect "issues" in Early Access games (almost every game I own is/was EA - so I'm used to them)... and I'm not really complaining about this, but if it's an issue the Devs need to look at, then that is what EA is all about. So rather than discard my (and your) issue, I hope they can look into it.
So far, I have cleared the Steam DL cache, deleted all temp files on my computer, tried restarting Steam and my computer multiple times... nothing has effected how slow the update progresses. I'm open to suggestions.

• Fixed a rare issue that could lead to world and character save data stopping to update correctly.
It's actually your computer and you stated it in your post with this statement. "Games installed on 4TB External Hard drive."
To all of you that have this issue, its time to move on from an actual hard drive. Get an SSD or an M.2.
The reason the estimated time is fluxing like that is because of the actual hard drive having to spin and read and wind and wind and wind. Baby i'm down to my last tear drop this timeeeee oh wait.
