Report a translation problem
I tried the alt-scroll, just skips. Others are having trouble too. Seems to be a GFX card thing. One dude with and nvidia card, set his to max frame rate of 60hz and it fixed it. I have an AMD and tried to limit the frame rate, did not fix it.

It's your mouse scroll! What kind of mouse you got? Go into the mouse program and lower the scroll wheel speed.
That was actually one of the first things I adjusted, and when that didn't fix the problem, I switched the keybinds to alt+up/down arrows respectively. And still it didn't fix the issue.
All I know, it's something to do with the mouse. That's how I fixed mine. Reduced how much it scrolls.
In my case, always skipping one row each mouse wheel round.
Windows mouse per line setting does not fix for me, nor FPS setting in the game.
I had another keybind for building category select - so, there was two entry for that.
I deleted one of them, then problem is fixed.
