you cannot max out your base from the first area alone. some stuff unlocks later.
as for tc :
yes. and this was openly communicated by the devs during their gameplay preview for how the shrouded areas work.
you can prevent respawn on the outside shroud areas by placeing down altars.
shroud areas will respawn.
they have to. as the loot bosses and chests drop is RNG. yes. you wont get the same loot as someone else on a boss kill. thus they have to respawn in order for others to farm loot you want. alot of people havent realized this yet.
this is the downside of a fixed worldmap with unique locations and multiplayer in a game about resources : you NEED respawn. it stops working without it simply. some resources are only found in some places. they arent found all over the world like valheim for example.
its one of the downsides of fixed open world map games in multiplayer. in singleplayer you could get away with limited spawns. but the game isnt strictly singleplayer.
Exactly, and this is called critiques, for the very reason that the game is in Early Access. If we dont point out its problems, it will remain in Early Access for 20 years

I just found out we can farm sparks by simply respawning the world.
I think you only get the skillpoint once, but the loot is farmable.
Pretty much this is a really dumb design idea. Maybe cause it is an xbox game? Incapable of saving open world progress.

The lack of permanency outside your base zone is the best way to make this light on the servers vs allowing terrain griefing which no one likes to see
