Is this a persistent game for two players?
I have been on a quest for a game for me and my wife, where we have our own little world, our actions matter, we play together.

However, I have some questions:

1. Would I be able to easily make it so she and I can play in the same world without PVP or others joining?

2. Would there be NPCS and interesting stories, or is it mostly (Gather, build, kill, repeat)?

3. Is there an "end game" Where it is over?

and big question, is persistence. I saw on youtube that a guy was talking about weapon degrading.

I want to be able to put this away for two weeks or even a month and come back and have my stuff. Is it going to be all gone? I hate that treadmill, because it adds stress I don't need.

There is no PvP. This game is co-op multiplayer. You can create your own server or peer to peer with password. It seems pretty linear at the moment. Go here, do this in order to go there and do that. This is perfect game to play with friends and spouse.

Random comment, but if you want a fun 2 coop game with a persistent world/save, check Grounded, I had a blast with my girlfriend :)
Has a campaign / narrative elements, nice progression elements, big bestiary, very great world, etc.

About this one, I don't know :P

You can host your own dedicated server for you, your wife, and friends. Just install the server via steam. And setup all the necessary port forwarding via your server and ISP. I can confirm that this method works, as it is how I'm currently playing.

yea you can host your own game that your friend will be able to play only when you will be online !! fun as hell!!

better rent one , that way your server will be 24/24 7/7 online. thats it.

I vouch for this Grounded is a great game especially co-op.

Do items/buildings degrade?

are there NPCS? Not just ones to kill, but quest givers, factions, merchants?

When you say "Rent a server", that sounds a little intimidating. My experience so far with that is there is a complex/arcane set of instructions to configure and set up security. I keep waiting for a company to make it out of the box, you just pick your environment (solo) and pay for it, I believe Fallout 76 does that, but for many reasons that is not the game for us.

I just want a little world her and I can play in, but I do not want to just build houses for nobody and gather resources, for nothing other than a grind of building more empty houses.

I have seen Icarus, it had a lot of item store things that gave me a red flag.

I have seen Grounded, but it's a little too cutesy for me, I like the concept of a high fantasy setting.

I'd recommend trying this out, it's pretty fun and definitely not "linear" like a couple people have said. It has a main story but it's not something you have to follow and there are a lot of side quests and interesting locations to find by exploring the game world. That said, so far the side quests I've found are pretty similar to Fallout 76's quests before NPCs were added. Most of them have involved learning more about the world and people before everything went to hell.

Another game to potentially take a look at would be Outward. It's a few years old but sounds a lot like what you're wanting.
