Wow, THAT bad! 😄 OP doesn't comprehend what "minimum" actually means.
This comment is the equivellent of:
"My old 1989 Fiat has poor acceleration" - "Oh, I don't really have a problem, my Tesla goes from 0 to 100 in 3 seconds flat!".... No ♥♥♥♥ sherlock. You got a PC way above recommended, and the game runs, not like poo? That OUGHT to be common sense. If it DIDN'T run flawlessly on your build, something is seriously wrong (either with the game, or your rig).
At recommended settings, the game SHOULD run at a steady 60FPS with lows at 58. If it doesn't, it means the req's are poorly stated, or the game's optimization is ♥♥♥♥.

A lot of system-req sites are notoriously ♥♥♥♥ with low-spec PCs, unfortunately, and the one you used dropped the ball, hard.

Blame the benchmarking site you used for incorrectly assessing the minimum reqs.
You have other issues and it is not the video card. I have a close friend playing on an HP Omen computer he got cheap from a local rental company and it has those exact specs, the only thing he added was an M.2 SSD which this game is installed on and he is getting a steady 40 to 50 fps on balanced settings.
You might need to change some settings in the Nvidia control panel and make sure you have the latest drivers but I can tell you I have watched him play this game and it runs smooth and looks good on a 1650 so that card is not the problem. It is actually listed as a mid range card and he told me he can run all of the newest games on mid settings and they run fine.
He plays Icarus daily because he is a huge fan of that game and it is way more graphics demanding than this game yet he gets a steady 40 fps in that game on medium settings. My advice is go check some guides on settings for this game on mid to lower end cards.
