GTX 1060 released 8 years ago in 2016, I think it is too old, yes

from the store page:

Graphics: NVIDIA GeForce GTX 1060 (req. 6GB VRAM) / AMD Radeon RX 580 (req. 6GB VRAM)

therefore it should run the game. otherwise devs wouldn't list it as a minimal requirement

it could be that the game didn't detect the gpu properly. I know that this is pretty common way to troubleshoot, but just in case, try to verify game files, restart pc, and see if it helps (this also assume you already update your gpu driver to the latest). otherwise might worth taking a look at the discord server, see if the dev or anyone there can help further.

I got a 1060 with 3GB VRAM right.
30 FPS, if I enable maximum performance I get 60 FPS playable on 1080
