Ignore the fact it states notebooks, I think this is more an issue with AMD processors with integrated graphics and dedicated graphics cards. Vulkan is detecting the integrated graphics as the primary display driver so it bombs out.

I'm hesitant to make a change in my PC advanced settings regarding Vulcan, as I currently have other games installed using Vulcan which are working fine. I would not want to risk borking other games that are working in an attempt to fix one that is not.
I will keep this possible fix in mind, though, so thank you again.
I think I'm going to keep my eye on the forums and see what others are doing and see if Keen puts out a patch today.
Okay as mentioned in my OP, I did a fresh (complete) reinstall of Windows 10 only 16 days ago with all new drivers (MB, GPU) installed as well.
But I always check for new drivers before I install a new game. Last night before bed I checked that my GPU drivers were up to date, so I'd be set to install Enshrouded with my morning coffee, and they were.
With your suggestion above, it got me thinking that this is likely going to be a GPU driver issue, so I went to Nvidia's support site for my GPU and then went to manually install. I do this because it let's me poke around as to what is actually included in the latest driver. Specifically, I was looking to files relate to Vulcan. Low and behold there was a driver update today! (driver release date: 1-24-2024)
So I uninstalled Enshrouded. Then closed down Steam all the way. (THEN) Installed the new GPU driver. Then restarted my pc. Then reinstalled Enshrouded. And the game runs.

Note: My 1070 is a TI variant with 8gb of VRAM.
That's honestly astounding that you are getting that good of FPS, even at balanced/quality
