Yeah, there are multiple lore notes about the water. There's a huge dam up north, and the water flow just stopped one day... even with the sluice gates fully open. The entire water area behind the dam is solid red shroud.
If you got to certain areas like the docks of pikesmead, or jasper isles, you will see docks with boats, all "floating" on the red shroud that people keep calling "lava". Apparently the shroud hits water and grows in it until it's basically a solid.
But of course, the real reason there's no water is because the engine currently can't handle it.
I've read where because this is a voxel game the Devs haven't figured out how to actually make water "work". I guess they have something against just a lake or a pond here or there to add to the scenery.... they only seem to be looking at **moving** water (streams, rivers, waterfalls) and how those would work in a voxel world.
I would just love a simple pond/lake here or there until they can figure out the "moving" water issue. I could have sworn I'd played other voxel games that have water in them....

Maybe we can mine and make underwater lakes with the way water runs through the Ground.
This is exactly how I feel about it as well. The "lore" was written just to "explain" why the Devs didn't put water in. Even static water in ponds/lakes would be better than no water at all.... considering there is so much "evidence" that there IS, IN FACT water in the world (wells, buckets, barrels, MUD, etc).
With this it is also fair to note the shroud biome has a very under the water vibe due to it being filled with sea biome-esk landscaping such as reefs, barnacles, and other sea formed material.
(and yes, as Keen stated, it is a technological challenge for their engine, so i guess it's a neet explanation why there is currently no water, which - as they although mentioned in the "roadmap" (which looks more like a wishlist) - is eventually gonne be implemented in the future).
I have never found a note or lore page which I can't read in peace? Most are with no enemies, some you can read AFTER you killed the enemies. And ... surprise ... all notes are stored in your log, so you can read them in your base in the evening at a campfire.
