There are, you're just going to get a lot more bots in your matches at lower levels... because the skill ceiling is really high. As you rank up it doesn't take very long before you are in matches with many more players. Trust me though, you don't want to be matched with many other players until you're ready. Experience is a huge advantage in this game.
