I didn't know this combo was even a thing, but even so, devs might just butcher this combo route instead of nerfing a weapon itself to make it usable only in this combo. Like, I dunno, introducing some sort of cooldown between weapon switching or between any other ability that required a combo to work?
The damage of this weapon is so laughable that I really don't know how exactly you are supposed to gain the upper hand by removing insignificant droplets of armor. Isn't hookshot more effective anyway?
Here are some video showing why range weapons are great (they are common techniques used by many veteran players):

Those are mostly used in solo mode; however in trio mode where teamwork is more important, you would prefer to focus fire (with certain range Souljades) to either inflict the burning status or directly remove a huge chunk of armor/hp to a single enemy before close in with grappling hook.
I personally have no complaint about them, and I'm not some god with the bow either. But they're plenty strong and feel good imo. Rifle probably my least fave, or crossbow. Bow, pistol, cannon are all legit though.
