I'd say it's a bit slower-paced then some fighting games, it's really hard to put a direct finger on it. It's also in part dependent on how you play and what weapon you use as they're all different. If you like arpgs/fighting games you'll enjoy this, but it's def not soulslike.
soul calibur isn't a souls game. That being said, I really wouldn't compare this game to either. Soul calibur is much faster paced than naraka, and souls games don't give you anywhere near the kind of mobility that naraka does.

In term of PVP I think nothing else in recent memory fits. Since it is a 3d melee fighting game designed for keyboard and mouse.
But in term of the satisfactions you get from combat Nioh 1 - 2 ? The parry feels similar, very tight timing but very satisfying when you land one.
You got your light and heavy attack pattern, and a charged attack when you press and hold, etc
