There's no point in reporting, you could report a person over and over nothing would happen. Unless 10+ players report him in a certain amount of times, then they would be looked at. It'd the same as Dead by Daylight, reports just don't work. If you do get caught you get 24h to 7 days. It's a terrible system, but that's just lazy work.

I am rank one Tarka Ji local and rank two Tarka Ji in my state. I can confirm that there are many hackers that use third party software that is otherwise undetectable by the current anticheat. The most common one is the auto-counter / auto-parry hack. Do not use blue attacks, EVER , if you intend to play the game somewhat competitively. Most of the cheaters are CN / SEA, many are also NA and very few are EU.
Other hacks are what was being discussed previously, the luck hack. It sets their luck to 999999 integer cap so they get equipment much more quickly, if you kill them, you get it too. There are animation reset injectors that reset the animation of attacks so the hacker can infinitely stunlock you and quickly kill you, there are auto-parries that function the same way and allow them to parry during active attack frames or even during hitstun.
Do not use blue attacks if you are suspicious of your opponent.
I suspect the devs do care but can do little about it at the current moment, the blatant ones who use cheat engine get banned very quickly since that program is easily detectable. There have been several "ban waves" which caused queue times to be over thirty minutes for me but seeing that the autoparry is nigh undetectable, i'll just have to take a break from this game and just play casually, I cannot take a game seriously or enjoy a game where in the instance I am beaten that I have a shred of disbelief that it was my opponent's skill and not a third party program playing the game for him or her.

That's the problem, if you get reports up the ass, you should be investigated, not just slapped on the wrist and naughty naughty. We're not going to be recording every match, every minute and second, that's just blaphemous, people want a report solution that works. Not a 1 by 1 basis.

That's what replay functions are for and if it's so obvious, you can just start recording after you die during spectating.

Yes let me record every game, again. Your point doesn't stand, we don't have infinite storage ya know, some people also cannot record due to hardware limitation. Think about the ones that play with barely recommended specs, those will never record and their reports will go unnoticed.

You can record after you're dead, you don't need to record every game. If they're cheating it should be visible whilst you're spectating them.

The report system is also problem.
If you report during the game ,then how to send the clip you record or I must wait at report page , upload clip to youtube , and copy youtube link to report description ? how easy...

and another report is report in customer service(the one that below setting option) that it need the cheater name and cheater IDNumber (how to get player IDNumber is type the player name in search player ) sound nice ? yes if the name is English , How the hex I type the name that I cant even read . . .
