Report a translation problem
The problem with - as I call them - NPC quests (or character quests) is that these progress, not in a random way, but in a timely manner... i.e. talk to them, then wait a few days, talk to them again. In this series of quests between Mari and Owynn, you might only have to wait two (IIRC) in-game days for them to let you talk to them again.
That being said... NPCs have a Friendship meter on the Journal > Community > <NPC name> interface... and early in the game, apparently, you need to increase the Friendship meter for the character quests to progress. So waiting for them to progress is one part, the other is Friendship progress.
To progress the Friendship of NPCs, you have to accept the Town Board mini-quests in Pebble Plaza / and the desert town. Play the corresponding quests, in this case those for Mari and Owynn.
I am not sure anyone has been taking explicit notes to track exactly what levels of friendship and what levels of waiting are required to progress these long-winded character quests (or stories).
TL;DR: Yes, most of us probably did get through this quest story, but details on how exactly are hazy (for me at least).
