(It means lots of different things in lots of different games)
Personally I feel that skirmish in a game like this would be rather weak compared to a conquest mode.
The problem with both ofc is how the enemy AI is handled - is it hand crafted for each battle in the campaign fully scripted or autonomous?
I can't say what it needs/doesn't as I've not touched it yet! first game I've pre ordered in a good while! without researching. huge fan of the franchise. so will give it a shot! but yes, It certainly seems like Skirmish would be fun. a lot of the time I like setting myself challenges..
For e.g on Dawn of war, or AOE IV.. you just.. ramp up the number or difficulty of enemies. OR you give yourself like 4 teammates. and go up vs 2 insane AI etc etc.. you get the idea :P
Anything that lets me tinker with parameters to 'create my own fun' is fantastic!
But that is realy what the community badly needs. Prio nr.1
The game does come with some challenge maps, and more of those will land post-release, but it's great to get a bit more detail on what players would like in addition to that.
Though the mega hive map seems a bit like that (from the Slitherine stream, I think it was?), it felt like it was kinda the opposite of a skirmish, or the goal in mind. It seemed like bug waves got smaller and smaller the more hives you destroyed before getting to the mega hive. When it should ramp up more in scale of attacks and such.
Something like the mega hives map seemed like a step in the direction towards skirmish, though not sure how you might make it more like a traditional skirmish match from there. Perhaps if the bugs could retake lost hives and regain ground?
With that said - if AI is handcrafted then give us the tools to make our maps :D
I think some kind of conquest mode would be nice and well into the setting of the game. Look for example at Battle for Middle Earth 2 that had conquest mode that worked quite well.
Skirmish usually means you can choose map, number of AI factions / Units, victory goal, difficulty, etc. And when you satisfy the victory goal you win and then you can go choose another map, maybe different victory goal, etc.

Would probably be if you had a map, where Troopers(the player) and the bugs started at opposite ends of the map, and they'd then go around capturing control points to either get the resources and build slots to add new and more units to their army.
But I honestly don't know how to get a system like that to work with this game...
Terran command just lacks pretty much everything you'd normally have for common skirmish games... There's no resources to gather unless you re-create the entire game so that troopers had to send ''miners'' down into the bug caves to earn resources to pay for units and upgrades or something??? Which is just so far away from the current core game-mechanics that I really don't want to ask anyone to make those kinds of changes...
I'm sorry, but the normal ''Red alert, Starcraft, Supreme commander'' style of skirmish doesn't work for this game... You could KINDA make it like Company of heroes or Dawn of War 2's skirmish system using capture points giving you currency to call down stronger units I guess??? But that would require the devs to sink quite a lot of time and money into building both the AI and the mechanics for such a mode...
Some people mentioned a Conquest mode, which again, it COULD work? Though I'm thinking more of a mix between Company of heroes 3 and C&C Kane's wrath? Basically you spend a currency on a ''strategy layer'' to build a specific set of units as a ''army'' you'd then deploy to a game map, trying to win the map with ONLY those limited units in that ''army''... Let's say the planet has 20 game maps you have to conquer with these armies, while bugs could counter attack on the strategy layer and force you into trying to hold them off with a garrison maybe? Possibly also with the armies currently located on that game-map tile?
But again... Such a mode would require a HEFTY amount of time and money from the devs :/
I hate trying to brainstorm this, because too many players think ''just add a skirmish mode! :D'' And doesn't actually take into account how such a mode would work with the current game mechanics, and trying to balance things such that the game devs won't have to work at minimum wages on this game for the rest of their lives just because people want an extra game-mode :/
Edit: Realized Company of Heroes has the exact same resource system as Dawn of War.
but what i would would be amazing is a galaxy made mode to where there humans and bugs own planets and as someone say a conquest mode to where you go to planets and conquest for area on that planet to make it longer you can zoom in on the planet set up bases and use it to take zones on the planet ofc this could be any amount maybe 3 zones or 5 zones or even 10 for bigger planets but to take them you have a point system split between the planets and you can to rely think how to use these points like do i invest 6 of my 10 points in buying a force to take this planet and only leave 4 points worth of defences on the other planets so a small Garrison i think that would be a cool game mode how ever it was made.. other then just a story to follow witch people will finish within a few days and not play anymore give them something they can come back and forth to much later after release... but that's just my idea at least idk how far you plan to go with it if you have plans for later on with new add-on's or missions to be added or even a bug story to follow with the brain bug ect.
Human base in the middle with enough build points for all the class buildings, but not enough resources, with a wall around the entire thing with maybe some unique defense turrets that you can't rebuild(or that start broken)?
Have bugs constantly spawn from the edges of the map to try and take the base, and enable a dynamic system that gives them a random ''buff'' ability at set time intervals.
Either through ''kill certain amounts of enemies'' or ''after certain time, spawn a crate of resources outside the walls that Humans have to push out to secure'' give the player resources needed to build the specialist buildings on the building points in the fortress, or to build ''special'' defenses (could just be the ability to repair unique defenses if they were simply left 'broken' at the start of the map?)
And that'd basically be it? You'd need a system to randomize which directions the bugs attack from if you want it to be somewhat replayable. But with this you'd have a very basic replayable ''skirmish'' map where the goal would be to survive as long as possible. Could even add a cool evac event after 1-2 hours or whatever time is deemed suitably long enough to have survived the bugs at their most buffed for a while.
Could technically iterate on that later as well? Add different kinds of bases with different benefits/afflictions, like a base that's completely safe from one or more sides, but the bugs have a higher chance to spawn flyers?
