Maybe just play on easy. No shame in it, Just enjoy the game. I did the last 2 missions on easy cause i cba with the slow bug grind anymore.
It's not so much that I can't get good, it's that I don't enjoy the inconsistency they provide relative to the rest of the game. I've been enjoying this game because it feels like a relaxing cross between an rts and a tower defense. That particular unit disrupts that flow and makes it feel more like a traditional rts, which makes the game less relaxing to play. And the relaxing break from more difficult other games I play is the primary motivator for me to play this game.
That said, I'll let you know if I'm able to find where it is in the files.
Though I'd still welcome some kind of priority aiming system for the NPCs. Like Wavebreakers and rocket troopers prioritizing scorpions and tankers, snipers prioritizing spitters, and etc.
Honestly, I disliked scorpions too, just for being a real spanner thrown in my strat, but they were by no means unbeatable.
idk man, really weird. what ever happened to save scumming your way through every engagement so as to get back up from a horrible defeat? (had my share of those)
The easiest way to pick up on it is to use WinMerge (freeware) where you point it Starship Troopers - Terran Command\Starship Troopers_Data\StreamingAssets\Data\weapons.csv and you can edit the weapon ranges, damage, etc of any unit in the game including the Scorpions. If you want the edit the hp, armor, movement of any unit then you make those modifications in units.csv in the same directory folder.
Then point the delta copy at the backup of the \Data folder you are going to make so in case you goof something you can easily see what the original file values are.
Here is a mod you can download that has a bunch of change including nerfing the scorpions range and damage. I used it as a comparison in Winmerge so see what had been done based on the readme changes. And now I am making my own little mod.

... A traditional RTS in that there's some small degree of micro required and enemies can fight back?
If you remove Scorpions, you're basically playing playing a game where high-damage long-range units fight slow-moving low-damage melee enemies. There's literally nothing that stands a chance to threaten you.
To use your Tower Defense analogy: You're playing a TD game where enemies have 0 attack but you can still hard-wall them, and your towers can also move around at all.
Requiring micro in this game due to a singular unit is contrary to what we see from the rest of the game. This inconsistency changes the type of game this is. Is it a tower defense/rts hybrid or is it a traditional rts? If it's a traditional rts that requires micro that takes away the major element that separates it from better alternatives such as Starcraft 2.
Oh yeah, moddb has a mod on it that nerfs the ever living crap out of scorpions. I'm running it now and it's much more relaxing than before.
Like, I don't wanna' spend 30 minutes trying to take out 5 hives because they have 16 Scorpions spawned in. Honestly, it's like Gaden says. Limit how many spawn. I don't want to have 5-6 rocket troopers and 3-4 turrets just to progress down a long hallway or turn a corner.
Before you have access to rocket troopers to deal with them more easily, grenades deal with them fairly well. I'm surprised that so few people seem to have figured this out.
As other's pointed out, Sniper teams using the distraction flares also work, but only for a short time.
Power armor troopers toward the end of the campaign have it even easier, since they have access to both grenades and rockets.
