Price history of the linked game has two price spikes of US$449999 for some reason. US$29.99 the rest of the time though. Still, ignoring the fact it was only for temporary spikes, it was the most expensive game on Steam, no competition.

It is a COMMERCIAL LICENSE, the game is made for ARCADE locations, if you check the trailer you will see multiplayer local.
Check also the description the game is made for 10x10 meters area to FREE ROAM while playing

I have it on 999€ here.
But I think among most expensive ones I seen were Train Simulator games, also I think there were some other that were even up to 3000€ I think but most were up to all DLCs....
