How do you get runestone dust?

I am well into the game, I've been all 4 guardians, got almost all the classes now, and I have yet to get any runestone dust. I have tried everything, I've exchanged runes, transmuted runes, etc. but I'm still at 0 runestone dust. Is there a bug or something I don't know about? I can't upgrade the blacksmith because of this.

You need to merge runes (3 of the same type and rarity) in your inventory. Press R to bring up your runestone menu; if you have enough to do a merge, the runes will be highlighted; just click one and it should show you the option to merge. This creates runestone dust (in addition to consuming the 3 runes to get a stronger one). It's not something tied to the blacksmith's menu options at all.

I've managed to get runic dust from merging stones. Once you get 3 of the same type you can go into your inventory and merge them together into an upgraded variant. This should give you 1 dust per merger.

the higher lvl and rarity of stones u merge the more dust u get

The First Blacksmith Upgrade to Increase Runestone Drops should be around 2/5/15(something like that) Runedust. I highly Advise grabing these first from him.
