I think you forgot that in the past series, we need to disable that to use DS4 properly, cuz if we enabled it we'll have some deadzone problem with left analog stick and all buttons will be messed up. (but it seems fixed now in this game)
Though, i'm not surewhen, you can also just let it can stay disable and use controller properties for each game which is what i do now.
right click on coldsteel IV -> properties -> controller -> enable steam input.

I couldn't menu without the gamepad so it would have been a deal breaker for me till it was fixed, turns out it just was disabled for some reason. I was wondering why the Green Light was off I put on it, but didn't consider it that deeply till then.
