There's a couple of very good guides for the game already on gamefaqs that are pretty in depth, meaning the author assumes the people reading it know English and not Japanese. So, it's playable, even full completion playable with guides and storyline transcripts already on the internet.
We can only hope.
Next year for Hajimari, most likely. It usually takes around 2 years after the Japanese release for a Western release, not 3.
2 years for console and 3 years for Steam. As a non-console person I only counted 3.
If we really get English console next year then 2023 Steam release is safe.
It has been stated before that Falcom refuses to hand over materials to get started on localizations until the game is complete. This means unfortunately we'll never have a simultaneous release... and we'll likely always have at minimum a year gap between the Japanese release and the English release.
It's pretty possible that COVID19 slowed production down, especially considering we know that at least some of the voice work for Cold Steel 4 was recorded from home. It's also possible we'll get a Kiseki release this October.... though we haven't heard anything just yet, so I kind of suspect we won't this year. But I do believe we'll get Hajimari no later than 2022. I can't see them waiting till 2023 to get it out.
I also still have hope we'll see Zero & Azure Kai before Hajimari. Especially since Hajimari loads saves from those games in the Japanese release.
I had the slight hope that we would see Hajimari in 2021 - but it seems that they will stick to the 2 Years cycle which means PS 4 release for the third quater 2022 and a steam release second quarter 2023..... sad af
