also how does the exotic gem multiverse choose what the costs and resources are for each tile as i cant find something with just sturdy that costs 1(there are so many tiles its got to be somewhere)

it uses some seed generation algorithm, it is the same for every player and a program has been made for this at https://github.com/d0sboots/PerfectTower/tree/main/dimensions to search through all of them
