Note: this is only with tier 2 stones.
To answer the question, the only way to have Neutral/Universal armor is with Generic armor. There is a module for it that you can obtain in the Workshop. Go to the Workshop, then the stairs at the bottom left. After that, in the Era tab (top left), go to the Experiment tab (near top right).
In that tab, there is one tab for each element near the bottom. Click on the Universal one (rightmost icon) and it should be obtainable there.
Hmm... Yeah, no idea why i was thinking of resistance.
Still no clue why anyone would need armor anyways. It feels like most mechanisms are worthless unless you put like 10 modules into them, like hp, res, shield or armor.
I feel like i have been doing well until now by just boosting the things that seem most effective. I.e. i only use the basic foundation and advanced reg in combination with massive res, and i can't reach waves where i would die. The next thing i have going on would take me about 24h afk, letting the tower kill enemies, and i am like 99% certain that i can't possibly speed this up, because i kill enemies faster than they spawn, with all programs running...
tl;dr: My advice, unless you are in the absoloute endgame and you should just stop playing by now... just get more res and more dmg!
Edit: also, i once tried to farm "getting hit by enemies" and i didn't get any "hits". Then i messed with my build and i thought removing the armor was what then allowed me to actually "get hit", so... I THINK armor might actually harm you during certain points of the game.
