how to MT10>MT11? or is that a bug?

what should i do?
When i was farming neutrals with their power disabled I've got Artifact "Chained Mannequin" But nothing more, and i still can't level up.
is there any other conditions i dont know?

use the era workshop to learn disables, gather neutral element points, and lock the neutral power in testing while killing tons of neutral enemies. eventually youll find something interesting.

Neutral, not Electricity

And neutral enemies gave me CHained mannequin.

BTW can you please just type what exactly I should get? Because I am stucked for a few days and did literally everything i could imagine.
Ive got all Era modules from all elements in the workshop, 2 artifacts (one from Neutral and one from Electricity)

I am really start to thinking it is some sor of a bug, but wiki too outdated and i dont know what item i need to drop for level up...
