What am I missing? HQ Military 11
I am trying to unlock Military 11 tier, and I got everything but the last part is ?????? and I don't know what it is or how to get it.

Grinded up to 100m ERA and got bored waiting, did I just stop short or something?
Aside from finishing maxxing out Lab experiments and fully upgrading Factory parts I don't know what's left to work on since I unlocked every other tower module I can reach.

The rest was straightforward enough to progress, but this step is stumping me.

Seriously? Aha... I never disable that neutral power since I built a workaround in the tower for it.
