You don't make neutral cubes. You get a neutral boost by having all of the 9 elements.
The boost is granted by the number of stones that each of the 9 elements has in common.
Ex:
If you have 7 Tier 20 stones for each of the 9 elements equipped, then the neutral boost would be equivalent to 7 tier 20 stones.
If you have one element with 6 Tier 10 stones and the rest have 7 Tier 20 stones, then the neutral boost would be 6 tier 10 stones.
If you have one element with 6 Tier 25 stones and the rest have 7 Tier 20 stones, then the neutral boost would be 6 tier 20 stones.
If you don't have any stones for one of the elements equipped, then the neutral boost will be 0.
So it takes the lowest boosted element based on the count of stones that applies to all elements.
