Resetting also resets the availability of cut-scenes. So if you are trying to 100%, make sure you get the cut-scene achievement before activating the reset.

I watched all the cut-scenes in the game but didn't get the achievement. Is there some other content in the menus to unlock? I also enjoyed looking at the concept art and screenshots. Was going to watch the cut-scenes again but now that I've reset they are locked. Oh well. Thanks for a great game and story anyway!

Sorry for your experience with the cut-scene achievement. It is triggered if you watch all the scenes without skipping the same (either in-game or from gallery). Resetting the game resets the gallery too like you said.
