I had the same issue. I fixed it with locking my fps to 60hz and playing it in fullgame mode :)

Can you try the following for me:

- download VP9 Video Extensions from microsoft store {LINK REMOVED}(https://apps.microsoft.com/store/detail/vp9-video-extensions/9N4D0MSMP0PT?hl=en-us&gl=us)
- update DirectX {LINK REMOVED}(https://www.microsoft.com/en-us/download/details.aspx?id=35)
- Verify installation through steam

Same problem here.
There is sound and subtitles, but the cutscenes are frozen.
Everything is updated and tried even reinstall the game but problem persist.
I tried the demo before and it was ok without this issue.
