Go to Steam (top left on the screen) then go to Parameters and go to Download, there you should see your download region, change it to the most played region (UK - London, US - New York) try using the closest region to you, if you don't find any lobbies or players after some minutes, try changing to the other one.
You can also join the Last Year/Forest Hills discord server where there's a channel and role to ask people to join your lobby or invite them to play private games
