I was looking through the locked achievements to see what else I could accomplish and I noticed a new set of characters. I for one dont have a character named Minh in my game. Are these new characters or just come that I havent come across yet? I have played around 115 hours in this game so I wouldve run into them by now.

He's the DJ in the club. If you complete Patty or I believe Nathan's(?) route you'll unlock it.

all you need to do is buy a concert ticket from the mall to unlock the club. nothing special
