The Tables Have Turned Achievement Won't Unlock

UPDATE:
I have unlocked the achievement. Like jenibug69 recommended, I built a garage and used garbage and stains. I initially didn't get the achievement unlock, so I tried saving the property, going to test mode, exiting test mode to resume editing, and still no unlock. Finally, I realized my structure wasn't completely closed. You need four connecting walls and a roof that covers the entire structure and mine didn't cover a tile or so. Once I completed the structure the achievement immediately popped up.

I've tried every way to get the The Tables Have Turned achievement but it has yet to unlock. I go to the Sandbox mode, place or throw various trash around (both on an empty lot and in a structure) and have tried saving, playing, and editing the level. I've tried this on Suburbs and the city map. Has anyone else had any issues?

I have the same issue. I cannot get this achievement no matter how hard I try.

I unlocked this several months ago and remember having trash and stains on the property. In sandbox mode I built a simple garage in the suburbs and dirtied it. I only jumped in here because I didn't see any mention of stains in the posts. This suggestion doesn't account for any glitches that may have occurred with updates since then. Good luck!
