I've tried replacing the window, cloning a similar window elsewhere, and bricking up the space and then buying the same window again. Nothing has worked.
It does seem to be the case that it's always the exterior, and I believe both of my experiences with the bug put it on the right corner. Right now I'm working with a 4x6 McKinley. Perhaps other brands would be less buggy? I'll see what I can discover.
EDIT: I just fixed my problem. I had been using a window — McKinley is the only brand with the curved windows — with the bars in them. So I tried one without the bars. I was able to apply the resurfacing, and then I copied + pasted the style from another window and the bars returned. Hooray!
