Hey, please check in Display options on vsync/refresh rate, and check which exact settings will be appropriate for you.
Let me know if something will be better!

Looks like turning off Global Illumination fixed it. No other graphics settings change my fps between low and maximum but turning off Global Illumination doubled my fps from 25-30 to 65. What exactly does it affect?

Global illumination - illuminates the game (making the game more light/shine), when you turn it off, you can certainly notice an improvement in the fluidity and performance of the game.

Do you think there's a big visual difference?

I would love to get more then 60fps, but i don't want to lower settings to low/medium. Bloom, motion blur and global illumination is off, FSR is off too.

Playing with Ryzer 7 3700X + RX 5700 XT

Personally, I don't see much difference - and since it works smoother it's better :D

Yeah I've asked because I don't see much difference either and I was curious if it's just me fooling myself. :)

My laptop can handle the game at 60 fps on ultra high settings in 1080p, but sometimes I have small frame drops especially when I look at the front of the houses.

In addition, "Global illumination" is grayed out for me, so I can't turn it on or off.

and one more thing, when I turn VSync on it runs worse, so I had to turn Vsync off, which unfortunately resulted in screen tearing.

Global Illumination makes a huge difference performance wise, but is barely noticable while playing. When turned on, my GPU (RX 6700 XT) was running at 70°C, after turning it of it immediately goes down to 55°C. Also there is noticeable coil whine coming from my GPU with global illumination on

Yeah same with my old GTX 1070.
