I'm having the same issue, would love to find out how to make it work :(
you need to check if the railroad is perfectly in position. Sometimes you look and seems fine, just to see moving them, they were overlapping. try a simple oval shape and use just the locomotive with 1 other piece and you will understand the basic. When the train doesnt start it meas some piece is in a bad position, overlapping even a bit with one other piece.Remove all the pieces and try put down them again. I even had 2 train speed up 1 vs the other and collide. Oh...also if your railroad overlap on itself, the train doesnt start. if you have a crossroad, the train doesnt start. every time you do more then 1 single road, the train refuse to start.

I already tried before, simple oval shape, the thing is it shows the track is complete and functional , it shows the "press E to Use" on the train , but it doesn't work, tried doing the same simple track on another lot, but same thing , it is not the house that is bugged it is the game, i have the same problem with rotation using the mouse wheel, it shows me that "to rotate item use mouse wheel" but also doesn't work.
Have you tried Verifying your files on Steam? This sometimes fixes random bugs if not try re-allocating the 'E' key to something else and see if that works

Check that the tracks have a looped route, they must not break off or be cut off

I belive the tutorial train tracks inside the player home's bedroom are looped ,aren't they. like, the train tracks that come inside your room in the start of the game is not looped? bc I can see the arrows clearly forming a loop, it does have some split areas but the tracks that merge are always facing the other side, meaning the train can go straight then after doing the turn in the bridge area loop it can turn back in the low tracks loop where it starts
same, doesn't work but using the snap pieces to position them, if they aren't connecting with the snap function, there's problems with the train track. It's pretty bad because it's the first thing, be it optional that most people try (and give up with)
