cant even access downtown
what am i missing?

It's the same for me. There is no option to select at all.

In story mode after you do the job you can buy the apartment downtown (only one atm) To get the job go to your tablet and click on the Downtown area on the map (sort of middle top) and you should get an email to start the job.
