Move whole house in sandbox

The tutorial youtube videos show that you can move your entire house in sandbox mode if you built it in the wrong place. It looks like the Architect tool is being used in the video but I can't for the life of me figure out how to do it. What tool/option do I use to do this?

Don't suppose you know if it's the same thing with ponds and water? All I can find are two above ground swimming pools. Not sure if I'm looking in the wrong place or if those features are being withheld for a DLC

also not in game yet, don't think it will be DLC, maybe included in a future update
