It should also have an eye icon and say the key at the lower left of the screen when its available
it doesn't highlight it for very long though. and once you start using the tool again, it usually fades out.
at least with the spray (once you get that) you can make your own dirt highlighter, of sorts.
i just cleaned probably the dirtiest house in the game--dirt on every surface, facing all directions (there was even dirt up on the flat roof). finally got a perk in that.
The most annoying thing about "flipper sense" is that you only see the highlight when you are looking at it (assuming it isn't obstructed by a piece of furniture). The "flipper sense" gives you no indication about where to look - the floor, the ceiling, what direction, etc. In that respect, the minimap in the first game was a lot more useful.
Also there seems to be no lore reason why some stains are literally invisible without using "flipper sense"
