"Spray Car with Factory Paint" broken?

I am working on story mission 8, the FMW Panther MK1, and it will not complete the Spray Car with Factory Paint objective no matter what i do. I have sprayed it every color, repaired all body panels, and I cannot figure out what is going wrong. I have saved and quit, restarted the game and got back to this point and it will not work.

What am I doing wrong?

Just to rule out anything else, since others are reporting this too.

Did you select the actual "Factory" color button on the top right of the Paint interface? Or did you just try to match it up with the presets in the lower half.

There's also a new tab with multiple factory colors that was implemented in the 1.0.12 patch. I'm thinking that's got something to do with it as well, but I could definitely be wrong. I didn't have any problems with any of the story orders, but I finished them several updates ago. Hopefully, it'll be ironed out in 1.0.14.

I figured out what I did wrong. I was missing a license plate! So even though the license plates don't change colors, there must be something there saying what color it is and since it didn't get "sprayed the factory color" it didn't count.

MAKE SURE YOU HAVE ALL PARTS ON WHEN SPRAYING even if the parts don't change color because it won't work if you don't.
