HOW OR WHERE DO I GET VW BEETLE DLC?

That's not a DLC. There maybe some VW's in Workshop as mods though. You could subscribe to those. Just be sure to look through details as they might require you have a certain DLC added to your game--in order for the engine to be correct one. However, you could edit the config / use Car Editor and swap out which motors go into Workshop mod cars so that they only use one's you actually have in-game.
