That can happen for a few reasons. One is Cloud Sync can corrupt your save... if you have ANY slight interrupt in Internet Service during a cloud sync operation. Another reason would be if you had some Mod car in your garage but, uninstalled / unsubscribed the mod, this will cause an issue for game trying to load. Can happen even if the car is just in your parking but, it usually will eventually load up in that case. Sometimes you can get this load hang if you used Car Editor and modified a car while that particular car happened to be in your garage. The game would be maybe confused on why the car in your garage has the wrong parts. Usually it will load eventually in that case too. Just have to sit and wait a while for it to finally get past that 80% point.
If it's a corrupted save, you can opt to load the backup save instead. Hopefully, it's a save from before whatever corrupted the save. If it's still the same as in CMS 2018, you just go to your Profile settings from in the Main menu--Profile. When you click it, there should be an option for a backup save. Don't honestly remember if it still works that way in CMS 2021. Can go check though.
Edit: Nope, guess you have to do it manually now. Go into your users folder under the hidden system folder "\Appdata\Local Low\ inside the \Red dot games folder... cms 2021. In there you have a \Saves and \Backup folders. You'd want to replace the profile file in \Saves with the one from \Backup. But, do not simply move the one file from one to the other. You want to keep that file in the \Backup but copy it to the \Saves folder overwriting the file in there. Do this by right-click + hold + drag n drop into \Saves then selecting copy instead of the default 'move' operation.
