Series 1 Typhoon (mod), getting low 1:30's, completely stock. OHV F great motor. USE slicks for the extra traction. It's a few seconds faster than vanilla, with better handling.
Lotus Elise i4, with all the engine bling and a nice close ratio 7 speed, is amazingly nimble.

Coast around the corners and only apply power only when the wheels are square in line and you should be fine.
1:00 can be broken in the Pagani's, Mclaren F1's and other hypersports but it takes a lot of work, best I've got is 1:05 but a friend can trounce me every time in the same car.
Maybe 'Slicks' isn't translating properly for your native language? But, in English, those are in the Tire shop named exactly that... 'Slicks.' If you're just asking what they actually are... they are the kind of tire used in real life on racing cars... like on the Dragsters. They actually melt a little when you start spinning out on them which makes them 'sticky' and they grip more. Watch some dragster vids on YouTube to see what I mean. In the game, they give the highest 'traction' rating.
"Race" tires will do the job for the lower HP cars that won't get over 100mph/160kph, anything above that will need slicks if you want to drive them.
"Slicks" also have an affect on steering so on drag cars they can make cars to twitchy and hard to keep straight so use the cheapest tires on front for them.
