Please tell me i can fix this

I just got this game, I was playing and everything was good but the game randomly dropped to 5 FPS. I have a high end PC and can run other games at Ultra Graphics and have awesome FPS (Red Dead Redemption 2 as Reference). Going to the main menu and then loading my game back up fixes it for about 2 minutes and then it's back to 5 FPS. I can't see why i would have this issue so here is a list of things I have tried, hopefully someone can help.

-Restarting my PC
-Making sure I don't have anything hogging resources in Task Manager.
-Lowering the Graphics to the lowest possible settings and then running a Benchmark Test (What's weird is that the game gives me a better Benchmark Report when the settings are at Ultra)
-Tried V-Sync On and Off
-Tried Validating my Game Files
-Made sure my PC was running the game in High Performance Mode

After all of that, nothing changed. It always goes back to that awful 5 FPS after a few minutes.

The last thing I can think of is that my PC is using AMD Parts, hope that's not the issue.
