What are max lvl?

I have NO idea what level is the point of stop leveling any higher. Maybe they just didn't make a dead stop in the code? But, it really doesn't 'seem' to matter since you max everything at the tool box WAY before getting to 100 even.... I think even before lvl 50 but, been a while since I maxed skills / shop / upgrades.

I don't think that there's a cap (maybe 999 due to programming), but the only thing it offers is bragging rights, otherwise it is pretty irrelevant after unlocking everything. That also means that the devs have no reason to set a max level.

I'm at 252 on current game, been there a few times now. saw a post a while back stating he was at 750 ish (can't remember exact),
I think TheSmiliingDoom is right about 999 being cap. (money is capped at 999,999,999)
Payout from chests scales with level, so at +200 most of the level ups come from the chests, starting to take 10ish cars to get the next level but opening 5 chests can jump 2-3 levels and get 15-20k scrap points.
