Rare fender removal?

I've looked everywhere but have found no answers.. How do we remove/change the rare fenders on our cars.?

Rear fenders are part of the main body of a vehicle in both real life and this game. In the game they are treated as part of the frame. So, you have to use the Welder to fix the main body.
