+1 Me to. Most expensive pile of dust collector so far. Can't tune cars I do not own whats up with that. The customer wants tuning period. Its my dyno I should be able to do whatever I want with it.
I thought that it was bugged too but it's not. You have to get the performance up by exactly between 10-15% or it doesn't count.

BTW that portion of the job is costed to the cheapest parts to make minimum %, use gearboxes or blowers which are expensive per % gained, will lose money on the job.
Also you can use Scrap points (blue) to boost % and get away with one part less, providing you have the points and the scrap shed opened.
