Did you figure this out? I'm having the exact same issue as you @oFicaL. I painted the car the factory color, same as in your imgur photo but it won't mark that step as complete.
I didn't have a paint booth when I got this car, so it sat in the parking lot while I knocked out a few more cars to afford the paint booth. It shouldn't affect anything, but that's the only thing I did out of the ordinary that I can think of.
Notice in this pic, it shows 'Paint Type' is set to 'Metallic' and that might not be the right setting. Usually, the paint booth defaults to Gloss for the paint type and I'm not sure that would be the correct setting for that Story Mission either. I really can't remember what paint type it was supposed to be for that Story Order. But, there's a good chance that is what is set wrong for that mission... IF it isn't the all too common of mistake of forgetting to assemble some body part... mirrors, windows, plates, bumpers, etc.
Side Note** Story Orders are finicky about their car parts. Do NOT replace things that were not on the job order list. I made the mistake of replacing some license plates on a Story order and the job would not let me 'complete' it due to missing parts--even though the car was complete. This was more of an issue in the CMS 2018 version but, maybe relevant in this version too.
