"My DLC Cars Don't Ever Show Up"
So, you bought a DLC car and you've been to the auctions, barns, and junkyards numerous times and not seen your DLC car? Every car mod that you subscribe to 'dilutes' the RNG pool. I don't have any data, but it feels like the modded cars are weighted higher for the RNG possibility of showing up.
I had purchased the Lotus DLC and hadn't seen one of the cars after many trips to auctions, barns, junkyard. Keep in mind that every time you go to the auction, you have at least 50 opportunities to see your car between both auctions. I had 5 car mods installed, which I thought was a pretty low amount. I unsubbed to all of them and voila, saw my Lotus at the auction, first trip back. Of course, unsubbing to your car mods means your cars will dissappear; You'll want to sell all of the selected car mod and parts before unsubbing otherwise you get ugly error messages. If you're hording wealth with the MacLaren car mod, that's one that's easy to unsub and resub to lol. Just some notes for those who might be getting frustrated with not seeing their car DLC to build.

There is a mod that will quickly assign all cars to whatever areas you want them to show up in. It was made for CMS18 but works for 21. Also, the QoL mod will allow you to fill all junkyard slots with a vehicle. You can also quadruple the amount of auction cars.

This is good info. I use the QOL mod, but I haven't wanted to alter it with the exception of reverting the renamed manufacturers back to the game's manufacturers. "Different strokes..." etc. I still enjoy the thrill of the hunt and some minor farming for items.

You can keep un-subbed car mods in parking as long as you don't interact with them (in any way) and then re-sub at a later date, I've done it and they were fine.
Sold off parts in inventory to avoid clicking on them but if you moved them to their own warehouse (to avoid interaction) they would probably be fine.
Probably wouldn't want to verify files, haven't tested that.
DLC is "weighted" for fast find only on first day of release, listed in patch notes way back.

On a side note I often un-sub/re-sub to mods if I feel like playing with config files, it brings them to the top of the list. (even with them sitting on the lift)

I've had this problem too and not just with DLC. Some of the default cars have yet to spawn in over 700 hours. Mods are definitely part of the problem. Some worse than others. There are certain mods that spawn 4 or 5 per auction page, on every single page while other mods seem just as rare as the default cars. I don't know if there is a rarity setting in the cars file or if the mod author is just making too many variations but I actually went into the files and deleted a bunch of the variations just to get it under control.

I had the same issue with never seeing certain 'stock' cars in any locations. The QOL Mod + removing some car mods fixed it.

Also, there's a setting in the game settings for having ALL cars show up in Junkyard. So, even if the DLC car(s) are only set to show up at Salon (dealership) they will still show up in Junkyard if you have that enabled. This can also be counter intuitive if you used a method to make only certain cars show up in Junkyard cuz, that setting will override it. For example, say you edited all the car configs and left only certain ones able to show up in Junkyard... with the setting enabled, you'll still get all the other cars showing up--which can make it harder to find the one's you want.

From what I've garnered from other discussions, it's possible for the Devs to to "weight" spawns, as mentioned in patch notes (Ford DLC I think), but this attribute is not available to modders.
The long and short of it is that RNGeezus is an A**hole and likes to F**k with us.
So the one mod/app I was thinking of is called "Allowed Places Utility". It's on Nexus. You can set any or all cars to appear wherever you want. So, if you are in search of a certain car. Just select all and deselect every place for it to appear. Then, click the car you are looking for and have it appear where you want it to.
