It could literally be anything. Battery missing, wires missing. Heck, even a bolt or a bushing missing. Not sure anyone is going to be able to tell you why your car won't start. You might try going into assembly mode and see if you can see shadows of parts that need mounted.

Have you checked the fuel pump?

There is a parts list under the cars stats. Missing parts will be all the way at the bottom. Also, the car wont run if any engine parts are under 15%.

In some engines it's possible to get the engine together looking complete but the fuel rail(s) aren't on or the spark plugs aren't in, and you can't really see the 'ghost' where they are supposed to go because another part is in the way.

It's already been answered in this thread:

I'll give more details, in case that's useful. Right-click on any part of the car body, select the status section from the wheel that pops up and then select the section that looks like a few puzzle pieces forming the shape of a car. That will give you a list of every part in the car and what condition it's in. Missing pieces show up as a question mark.

Here's an example from a project car I haven't started working on yet:

I don't recall if it works for cars you are working on for a contract. If it doesn't, there's another approach for contract cars. Do the work required for the contract then try to complete the contract. If there's a part missing, you'll be told what it is if the part has been identified (e.g. a part you took off and forgot to put back on). If you're still not being told because it's an unidentified part, try entering inspection mode and inspecting every part of the car.

By coincidence, I've just hit the same problem.

The usual method does not work for a contract car. Nor does the secondary method I mentioned help in some circumstances. In my case, one of the requirements was to increase the power of the car by 10-15%, so the car needed to be able to start. It didn't, so I couldn't try completing the contract to get information that way. So I had nothing to go on apart from "engine won't start".

It was a follow-on contract in the storyline, a father bringing in their son's car to have it spruced up and fettled a bit. I liked the storyline and I had plenty of money after a very profitable restoration, so I decided to give the guy a full rebuild, stripped to the chassis and rebuilt with 100% everything.

And now they had an oversized paperweight. I was just about to disassemble the entire engine again when I happened to be in assemble mode and I finally noticed the outline of the fusebox tucked out of the way in the corner of the engine bay. The fusebox that wasn't there because I'd removed everything to make sure every single part was 100%.

I think it's a flaw to make the contracts much harder than freelance work in this way. With freelance work, you can always look at the car's status in detail to find anything missing. With contracts, you can't.

Usual suspects for "car won't start"
Forgot to put on starter motor, fuel pump or possibly fuses.
If it's a job, new plugs, coils or rings are in the wrong position, replaced non-repairable parts need to be 100% (new), using a part even if part is above "repair minimum %" won't register.

For jobs it always helps to do ALL the diagnostic scans and tests.
