If so ... you need to use a machine to assemble the piece. You will find the machine by the door to the workshop, just left of the tire machines. Once assembled, the spring unit can be installed normally.
Is this a workshop truck, or a vanilla truck? If it's a workshop truck, it might be a DLC issue with the pipes.
To your last question: you can install any wheel on any vehicle, as long as the tire and rim are compatible, and the wheel is balanced after the tire is installed on the rim.
